Release 0.11.9 contains minor code updates and bug fixes. There are no new features in this release.
- Remove advanced CSS and JS aggregation and discontinue support for IE 9; see Ending Open Berkeley support for Internet Explorer 9
- Remove builder access to Backup & Migrate module for security reasons
